摘要
从有效性、可靠性、安全性、经济性5个方面选取能够表征和反映蓝藻治理工程特点的11项指标,建立指标体系,确立评价标准,用层次分析法确定指标权重,用模糊数学方法构建评价模型。以大理市洱海蓝藻控制与应急处置工程为典型案例,说明环境绩效评估指标体系的应用。该指标体系适用性明确,通过直观明确的得分值对蓝藻治理效果进行定量评价。
Eleven indicators that can represent and reflect the characteristics of cyanobacteria control engineering based on the aspects of effectiveness,reliability,safety and economy,were selected to build the indicator system and the evaluation criteria.The analytic hierarchy process was applied to determine the index weight,and the evaluation model with fuzzy mathematical method was formed.The application of environmental performance evaluation index system was tested by taking a cyanobacteria control and emergency disposal project in Erhai Lake,Dali.The index system has a clear applicability,and quantitative evaluation of the effect of cyanobacteria control,which could bescored quantitatively to assess the benefits of the cyanobacteria control project.
