政府购买公共体育服务保障机制研究

随着政府购买公共体育服务行动的深入,实践中暴露的某些不足阻碍了购买预期目标的实现。对政府购买公共体育服务保障机制展开系统研究,以期保证政府能够实现高质量购买。研究提出:构建科学完善的政府购买公共体育服务相关法律体系;打造高素质专业化的政府购买公共体育服务人才队伍;制度安排与配套项目同步实施,为制度执行提供着力点;因地施策,建立不同购买资金的财政专项经费转移支付手段;用活购买资金,实现多方共赢;严格购买效果的绩效评估。期望这些措施能够推动我国政府购买公共体育服务的健康可持续发展。

With the deepening of the government purchase public sports service action, some exposed deficiencies in the practice hindered the implementation of purchasing target.The authors intends to carry out systematic research on the government purchase of public sports service guarantee mechanism, so as to ensure that government purchase can follow the correct path.The study puts forward: to construct a scientific and perfect government to purchase public sports services related legal system;to build a team of talented and specialized government to purchase public sports services;institutional arrangements and supporting projects are implemented in parallel to provide a focus for the implementation of the system;according to the city′s policy, the financial special funds transfer payment means for different purchase funds;it is recommended to use live purchasing funds to achieve win-win cooperation with strict purchasing effect. We hope these measures can to promote the healthy and sustainable development of our government to purchase public sports services.
