摘要
随着我国城市化进程的快速推进,人流、物流、信息流、技术流等各种要素高度积聚在城市复杂有限的空间里,城市正逐渐演变成一个庞杂、脆弱的运行系统,尤其在超大城市管理中面临的新问题和新挑战更加复杂严峻,对城市管理者的能力提出更高的要求。社区是城市的细胞和基础,它的安全有序运行是城市整体安全的基石和基础。当前,在精细化管理的框架下研究社区安全风险治理基本构成要素,结合上海L街道社区"大脑"建设的实践,探讨当前城市社区安全风险精细化管理中存在的问题和不足,分析优化超大城市社区安全风险精细化管理的路径,具有重要现实意义。
with the rapid development of China's urbanization process,various elements such as people flow,logistics,information flow,technology flow and so on are highly accumulated in the complex and limited space of the city.The city is gradually evolving into a complex and fragile operation system,especially in the management of super large cities,facing new problems and new challenges,which puts forward higher requirements for the capabilities of urban managers.Community is the cell and foundation of a city,and its safe and orderly operation is the cornerstone and foundation of the overall safety of the city.At present,it is of great practical significance to study the basic elements of community safety risk management under the framework of fine management,and to explore the problems and deficiencies in the current refined management of urban community safety risk,combining with the practice of"brain"construction of Shanghai L street community,and to analyze and optimize the path of refined management of social security risk in mega cities.
