监察职能向基层延伸旨在打通监察监督“最后一公里”,进而消除人民群众身边的腐败问题。全国各地推进监察职能向基层延伸的实践探索成效显著,主要表现为监察职能向基层延伸的组织形式多样化和监察职能向基层延伸的工作制度不断完备。当前,监察职能向基层延伸的实践探索仍存在组织形式不尽合理、工作制度不健全、合法性基础不牢固等问题。在新的起点上推进监察职能向基层延伸,应以优化组织形式、强化配套制度供给、厚植合法性基础为着力点,从而推动国家监察体制改革以来所形成的制度优势不断转化为治理效能。
