县级融媒体建设与舆论治理“下沉”

Construction of County-level Converged Media and"Sinking"of Public Opinion Governance

从治理理性看,县级融媒体作为基层新型主流媒体,追求工具理性和价值理性的统一。舆论治理“下沉”作为当前整个社会治理重心下移的重要内容,具有丰富的语境内涵,包括历史语境、现实语境和政治语境。从实践层面看,要实现舆论治理的“下沉”,必须从三个方面强化县级融媒体的建设:第一,强化县级融媒体的技术开放性和易接近性,发挥其平台化的作用;第二,创新县级融媒体的内容生产,加大作为内容的政务服务供给;第三,树立用户思维,抓住小镇青年这一基层舆论主力人群,增强其自我身份认同和主流价值观念认同。

From the perspective of governance rationality,county-level converged media as the new mainstream media at the grassroots level,pursues the unity of instrumental rationality and value rationality.The"sinking"of public opinion governance,as an important content of the current downward shift of the whole social governance focus,has rich context connotations,including historical context,realistic context and political context.From the practical level,to realize the"sinking"of public opinion governance,the construction of county-level converged media must be strengthened from three aspects.First,strengthen the technical openness and accessibility of county-level converged media,and play its role as a platform.Second,innovate the content production and increase the content supply of government services.Third,we should establish the user′s mental model,seize the town youth as the main public opinion crowd at the grass-roots level,and enhance their self-identity and mainstream value recognition.
