Reform of the System for the Use of Scientific Research Funds from the Perspective of Scientific Research Rights

科研权利是引导我国当下科研治理模式变革的支点,保障科研权利是推进我国科研事业全面发展的最大实际。以保障科研权利为中心的科研经费管理制度应当以科研信任为基础,以类型化的分类治理方式为策略,以实现激励助强与平等扶助二者兼顾为原则,以成果考评与过程监管分类侧重为方法,以明确科研经费属性、采用灵活经费额度、区别管理不同经费类型、建立统一报销制度、明确经费责任单位权利和义务、认同科研经营行为、完善"信用-责任-奖励"机制为具体措施,以此激发科研活力,实现我国科研水平整体提升的宏大愿景。

Scientific research right is the fulcrum to guide the reform of current scientific research governance mode in China.For realizing the grand vision of overall improvement of China’s scientific research level,the management system of scientific research funds centering on the protection of scientific research rights should be based on scientific research trust,adopt the strategy of typed classification governance,take the principle of both incentive and equal assistance as the principle,focus on the classification of achievement evaluation and process supervision as the method,make clear the nature of scientific research funds,adopt the flexible amount of funds,distinguish the management of different types of funds,clarify the rights and obligations of units responsible for funds,establish a unified reimbursement system,identify scientific research operations,and improve the mechanism of"credit,responsibility and reward"as specific measures,so as to stimulate the vitality of scientific research.
