摘要
根据ISO/TS 22163:2017《铁路应用质量管理体系铁路组织业务管理体系要求:ISO 9001:2015在铁路领域应用的特殊要求》,介绍铁路行业质量管理体系能力管理的定义、技术规范要求和具体实施方法。论述ISO/TS 22163:2017中的否决项、有关人员能力要求的过程明细,给出能力管理的过程龟型图模板、员工能力测评表模板,并针对认证中常见问题提出建议。对铁路企业具有一定的借鉴和参考意义。
On the basis of ISO/TS 22163:2017 Railway applications—Quality management system—Business man⁃agement system requirements for rail organizations:ISO 9001:2015 and particular requirements for application in the rail sector,this paper introduces the definition,standard requirements,enterprise coping strategies,common issues in certification of railway industry quality management system capability management.This paper lists the K.O issues and the process details related to personnel competency requirements in ISO/TS 22163:2017,gives the process turtle diagram template and employee competency matrix template of competency management.It has certain reference sig⁃nificance for railway enterprises.
