中心城区停车供需矛盾系统治理方案研究

Study on System Governance Plan of Parking Supply and Demand in Central City Area

中心城区停车供需矛盾在机动车保有量不断增长及中心城区空间资源约束趋紧的双重压迫下越发凸显,因此,从全面系统的角度解决停车供需矛盾是改善城市居住环境的关键所在。以南京市为例,从多角度出发,按照"全面统筹、精确管理、软硬结合、分类施策"的原则,提出了主城区停车供需矛盾治理的目标及策略,并有针对性地提出了主城区系统治理整体方案与重点示例片区的详细方案。

With the continuous growing number of automobiles and the tight constraints of the space resources in central urban area,the contradiction between the parking supply and demand is becoming more and more prominent.How to solve the contradiction comprehensively is the key to improve the urban living environment.Taking Nanjing as an example,from various perspectives,according to the principle of“overall planning,accurate management,combination of software and hardware,and classified implementation of policies”,this paper proposes thetarget and strategy of the management of the contradiction.The overall scheme of system governance in the main urban area is put forward as well as the detailed scheme of key example areas.
