合肥市存在季节性、资源性及水质性缺水问题,需要有效地补充水源,而现状污水处理厂又有大量优质再生水资源急需被合理利用。建议合肥市再生水优先用于工业用水,结合生态需水量进行高效、全面的河湖补水,采用示范区先行的方式逐步推广公建和市政利用,同时逐步向市场化过渡,完善全流程管理模式。
