Research on dynamic regulatory platform of civil explosives

当前民用爆炸物品的监管和交易系统尚不成熟,容易导致一系列的安全隐患和监管漏洞,亟须优化交易监管系统。从现时期我国民用爆炸物品监管存在的问题和用户的不同需求出发,提出民用爆炸物品监管平台的总体结构与功能设计,研究实现民用爆炸物品市场用户信息和商品信息的可视化以及对民用爆炸物品产销信息和库存信息的动态管理。研究成果有利于监管部门打击违规操作单位、非法买卖和非法使用人员,在提升民用爆炸物品市场监管效率等方面具有重要意义。

The current regulatory and trading systems for civil explosives are not yet mature,easy to cause a series of security risks and supervision loopholes.It is urgent to optimize the trading and regulatory systems.In the light of current problems in the regulation of civil explosives in our country and the needs of different users,the overall structure and functional design of the civil explosives supervision platform is proposed to research and implement the visualization of user and product information in the civil explosives market as well as to realize the dynamic management of production&sales information and inventory information.The research results are helpful for regulators to crack down on illegal operation company,illegal trading and illegal users.Furthermore,it is of great significance in improving the supervision efficiency of the civil explosives market.
