社会治理共同体视角下新冠肺炎疫情防控问题研究

Research on the Epidemic Prevention and Control of the COVID-19 from the Perspective of Social Governance Community

2020年初爆发了新冠肺炎疫情。抗击疫情是对国家治理体系和治理能力的一次大考,也使社会治理的很多短板和不足暴露出来。而疫情防控要坚持全国一盘棋,需要铸牢中华民族共同体意识,众志成城、同舟共济,这与社会治理共同体“人人有责、人人尽责、人人享有”的内涵基本一致。通过对社会治理共同体含义和建设路径的研究分析,可以从意识强化、协同治理、法治保障及科技支撑等方面探索出精准有效的疫情防控对策,最终把社会治理的制度优势转化为治理效能。

The COVID-19 epidemic has broken out in early 2020.Fighting the epidemic is a major examination of the national governance system and governance capabilities,and it also exposed many shortcomings and deficiencies in social governance.The epidemic prevention and control need to coordinate national response.And the awareness of the Chinese national community should be forged.It is basically consistent with the connotation of social governance community.Through the analysis of the meaning and construction path of the social governance community,the accurate and effective epidemic prevention and control countermeasures can be put forward from the aspects of consciousness strengthening,collaborative governance,legal guarantee,and technological support,and finally transform the institutional advantages of social governance into governance effectiveness.
