新形势下高职高专中外合作办学若干问题思考——以上海出版印刷高等专科学校中外合作办学实践为例

Research on Some Problems of Sino-foreign Cooperation Education in Higher Vocational Colleges under the New Situation——A Case Study of Shanghai Publishing and Printing College

在新时期国家教育对外开放形势下,中外合作办学已经进入了“提质增效、服务大局、增强能力”的发展阶段。高职高专院校占全国普通高等教育总量一半以上,基于高职高专教育和中外合作办学的特殊性,高职高专院校中外合作办学有其自身特点和局限性。当前高职高专院校中外合作办学面临一系列特殊问题,如高职高专合作办学生源质量不高,中外双方利益难以平衡,引进优质资源不充分、效果发挥不明显,国家合作办学制度设计上对高职高专的特殊性考虑不到位。提升高职高专院校中外合作办学质量的建议是:学校理性择伴与双方利益平衡点合理切割相结合,促进中外合作办学可持续发展;专业合理规划与质量保障构建并行,提高中外合作办学资源引进、融合的效能;学校自食其力与法规制度差异化设计并举,提升高职高专合作办学示范辐射效应。

Under the new situation of China’s education opening-up to the world,Sino-foreign cooperative education has entered into a stage of“quality-improving,overall-serving and capacity-enhancing”,with higher vocational colleges accounting for more than half of the total higher-education institutions in China.As the particularity of higher vocational education and Sino-foreign cooperation,the cooperation of them has its own characteristics and limitations.At present,Sino-foreign cooperative education in higher vocational colleges is facing a series of special problems.For example,the quality of the students is not high,the interests of China and foreign parties are difficult to balance,the introduction of high-quality resources is insufficient,and the effect is not obvious,and the particularity of higher vocational colleges in the design of cooperative education system is not well considered by the country.The suggestions to improve the quality of Sino-foreign cooperation education in higher vocational colleges are:the combination of the rational choice of partners and the reasonable cutting of the balance of interests between the two sides to promote its sustainable development;the parallel of rational specialty planning and quality assurance construction to improve the efficiency of Sino-foreign cooperation in resources introducing and integrating;the combination of self-reliance and differential design of laws and regulations to enhance the demonstration radiation effect of cooperation.
