乡村振兴战略背景下新型职业渔民培训的问题与对策

Problems and countermeasures for new professional fishermen training under the background of Rural Revitalization Strategy

人才培育是全面实施乡村振兴战略的重要一环,渔业作为农业的重要组成部分,培育新型职业渔民是实施乡村振兴战略的必然要求。通过剖析新型职业渔民的概念,基于新型职业渔民培训的现状,结合对浙江三门、福建福州等地的新型职业渔民培训的调研情况,发现目前存在培训针对性不强、渔民积极性不高、培训方式单一、培训内容与生产实践结合度差等诸多问题,究其原因主要受渔民自身因素和培训供给因素两方面影响,据此提出了掌握渔民所需,开展针对性更强的培训活动,加强沟通,充分调动渔民积极性,开展网络培训等建议,以期能促进渔民更好地掌握各项惠农政策,运用新知识引领新渔业,发挥好新型职业渔民在渔村经济发展中的作用,为乡村振兴贡献更大的力量。

The cultivation of talents is an important part of the overall implementation of the Rural Revitalization Strategy.Fishery is an important part of agriculture,and the cultivation of new fishermen is the inevitable requirement for the implementation of Rural Revitalization Strategy.This paper introduces the concept of new professional fishermen,combined with the current training situation and the investigation of fishermen of Sanmen in Zhejiang Province and Fuzhou in Fujian Province.It is found that there are some problems in fishermen professional training,such as weak pertinence,low enthusiasm of fishermen,single training method,and poor application effect of training.The reasons are mainly caused by fishermen’s own factors and training suppliers’factors.Based on this,some suggestions are put forward,such as mastering fishermen’s needs,carrying out more targeted training activities,strengthening communication,fully mobilizing fishermen’s enthusiasm and carrying out network training,to promote the fishermen to better grasp the policies of benefiting agriculture,use new knowledge to lead the new fishery,give full play to the role of new professional fishermen in the economic development of fishing villages,and make greater contributions to rural revitalization.
