城乡融合发展中地方政府职责体系的优化研究

Research on the Optimization of Local Government Responsibility System in Urban-rural Integrative Development

推进城乡融合发展是新时代构建新型城乡关系的重要制度安排。地方政府是推进城乡融合发展的重要责任主体。强化地方政府在推进城乡融合中的主体责任,更好履行政府职责,是实现城乡融合发展的重要组织保障。当前,我国地方政府在推进城乡融合发展方面存在着职责定位不科学、府际权责不明确、配套政策供给不足和运行机制不完善等职能偏差问题,制约了城乡融合发展进程。为此,应从厘清政府与市场的关系、理顺地方府际关系、加强地方政府的政策供给、完善地方政府运行机制等方面入手,加快优化地方政府在城乡融合发展中的相关职责体系,从而加快推进城乡融合发展进程。

Promoting urban-rural integrative development is an important institutional arrangement for building a new type of urban-rural relations in the new era.Local governments are the main body responsible for promoting urban-rural integrative development.Strengthening primary responsibility of local governments in promoting urban-rural integrative development and better performing government duties is an important organizational guarantee for the realization of urban-rural integrative development.At present,in promoting urban-rural integrative development,local governments in China have unreasonable responsibilities,unclear intergovernmental powers and responsibilities,inadequate supply of supporting policies and imperfect operating mechanisms,which restrict the process of urban-rural integrative development.Therefore,we should start from clarifying the relationship between the government and the market,rationalizing the local intergovernmental relationship,strengthening the local government’s policy supply,and improving the local government’s operating mechanism,to accelerate the optimization of the relevant responsibility system of the local government in urban-rural integrative development,so as to accelerate the process of urban-rural integrative development.
