创新链视角下科技人才分类评价指标体系构建研究 被引量:20

摘要 为激发人才科技创新活力,构建精准科学、规范有序的科技人才分类评价指标体系能有效引导科技人才的职业发展,促进我国创新型国家的建设。基于创新链视角,借鉴科技人才在经济社会中所处的层次以及在科技活动过程中扮演的角色,本文将科技人才具体划分为基础研究型、应用研究型、技术开发型、成果转化型四种类型,并分析不同类型科技人才的特征,以创新知识为基础,创新技能为核心,创新动力为导向、管理能力为依托,通过文献梳理、问卷调查法和德尔菲法,对科技人才分类评价指标不断优化,构建科技人才分类评价指标体系并确定各维度的权重。 In order to stimulate the innovation and entrepreneurship vitality of talents,the construction of accurate,scientific,standardized and orderly classified evaluation index system of scientific and technological talents can effectively guide the professional development of scientific and technological talents,and promote the construction of China's innovative country.Based on the functional perspective of innovation chain,drawing on the level of scientific and technological talents in the economic society and the role they play in the process of scientific and technological activities,this paper divides scientific and technological talents into four types:basic research type,applied research type,technological development type and achievement transformation type,as well as analyzes the characteristics of different types of scientific and technological talents.Based on innovation knowledge,innovation skills as the core,innovation motivation as the guide,and management ability as the support,through literature review,questionnaire survey and Delphi method,the evaluation index of scientific and technological talents classification is continuously optimized,and the evaluation index system of scientific and technological talents classification is constructed and the weight of each dimension is determined.
