龙头企业引领示范,创新研产合作模式——论中国科学院-威高研究发展计划

Great Enterprise Leading Demonstration and Innovating in Cooperation Model of Research and Production:An Analysis of the R&D Project of CAS and WEGO Group

针对我国医疗器械行业以中低端产品为主、科技渗透率较低、议价能力较弱等问题,中国科学院沈阳分院、山东省科技厅、威海市政府和威高集团四方联合设立威高计划,促进全方位合作。根据威高产业战略规划、医疗行业关键领域技术需求和瓶颈,开展重点项目科研攻关、成果转化产业化、人才引进培育和研发平台建设,提升企业产品创新水平和核心竞争力,促进医疗产业转型升级。本文归纳威高计划关于组织方式、资金管理、运行模式和项目分类四个方面的运作机制,总结实施过程中围绕顶层设计、精准对接、开放合作、协同发展和评估监管五种创新做法的经验,分析在科技体制改革、企业科研能力提升、关键共性技术破题和产业转型升级四个领域取得的合作成效。最后,探索新形势下威高计划发展路径方向,为今后进一步促进产学研合作创新提出建议。

Aiming at the problems of middle and low end goods mainly produced,low penetration of science-technology and weak bargaining power in China's medical device industry,Shenyang Branch of CAS,Department of Science and Technology of Shandong Province,Government of Weihai City and WEGO Group united and established WEGO Project to promote all-round cooperation.According to the industrial strategy of WEGO Group,technical requirements and bottlenecks of key areas of medical industry,we have carried out scientific researches of critical projects,achievement transformation and industrialization,talent introduction and cultivation,and construction of R&D platforms to enhance the level of product innovation and core competitiveness of enterprises,and promote the transformation and upgrading of medical industry.This paper summarizes the operation mechanism of WEGO Project in four aspects:organization mode,fund management,operation mode and project classification,concludes the experience in the implementation process about five innovative practices:top-level design,precise docking,open cooperation,collaborative development and evaluation and supervision,and analyzes the cooperation achievements in four fields:science-technology system reform,enhancement of scientific research ability of enterprises,solving problems of key common technology and industrial transformation and upgrading.Finally,we explore the development direction of WEGO Project under the new situation,and make suggestions for further promoting industry-university-research cooperation and innovation in the future.
