区域通用航空产业创新发展路径研究

Research on innovation development path of regional general aviation industry

通用航空是民航运输业的重要一翼,然而长期以来,我国对区域通用航空的重要性认识不足,空域管制较为严苛,相应配套的法律法规的缺乏等问题使得我国通用航空产业远远落后于发达国家。而随着低空空域的改革,通用航空产业的需求潜力将不断地被挖掘出来。本文通过分析在江苏省通用航空产业发展处于领先地位的镇江航天航空产业园的发展现状,剖析镇江通用航空发展的地理位置、产业基础、人才培养方面的三大优势,分析制约镇江通用航空产业发展的关键因素,针对镇江建设全区“四个一”提出了新的发展思路,并提炼出镇江通用航空的发展载体以及发展模式,以期为中国各区域通用航空产业集群高质量发展尽一份力。

General aviation is an important part of the civil aviation transportation industry.However,for a long time,China’s insufficient awareness of the importance of regional general aviation,stringent airspace control,and lack of corresponding laws and regulations have made China’s general aviation industry lag far behind the developed countries.With the reform of low altitude airspace,the potential demand for the general aviation industry will be constantly exploited.This paper analyzes the development status of Zhenjiang Aerospace Industry Park,which is in the leading position in the development of general aviation industry in Jiangsu Province,and studies three advantages of Zhenjiang general aviation development in terms of geographical location,industrial foundation and personnel training.It analyzes the key factors restricting the development of Zhenjiang general aviation industry,puts forward new development ideas for the“four ones”of Zhenjiang construction area,and brings forward the carrier and model of Zhenjiang general aviation development to contribute to the high-quality development of China’s regional general aviation industry cluster.
