乡村文艺队伍建设与我国边境牧区的公共文化治理

The Construction of Rural Literature and Art Team and the Governance of Public Culture in Border Pastoral Areas of China

我国边境牧区地广人稀、交通不便,公共文化资源比较匮乏,农牧民的文化需求得不到充分满足。乡村文艺队伍的演出灵活机动、扎根本土文化,深受农牧民的喜爱,可以弥补政府公共文化服务方面的不足,促进民族传统文化的繁荣和发展,是边境牧区推进公共文化治理的有效工具。政府应注重挖掘农牧区丰富的民族民间文化资源,积极培育乡村文艺队伍,并通过必要的政策和制度设计对乡村文艺队伍的发展予以引导和扶持,以便能保障其发挥公共文化产品供给的职能。同时,乡村文艺队伍也要注重自身的能力建设,拓展生存空间,充分发挥公共文化治理的功能。

The public cultural resources of border pastoral areas are relatively scarce in China,and the cultural needs of agricultural and pastoral areas can not be fully met.The rural literature and art team can well adapt to the geographical and cultural characteristics of the agricultural and pastoral areas with a large number of ethnic groups,vast land,and inconvenient transportation.It can effectively make up for the shortage of government's public cultural products,and is an important tool for promoting public cultural governance in border pastoral areas.The government should give full play to the development of the rural cultural resources and guide the development of the folk culture.At the same time,the rural literature and art team should also pay attention to their own capacity building,expand the living space,and give full play to the function of public cultural governance.
