摘要
随着上海“五个中心”建设不断深化,现代产业体系快速形成,新发展格局逐步构建,经济社会发展进入新阶段,非公经济比重得以显著提升。由于大部分非公小微企业分布于各类社区、园区、商圈、楼宇,其存续时间短、抗风险能力弱、合法合规性差的特点导致劳动关系纠纷不断发生,而“小二级”工会作为重要主体之一,在前述区域的劳动关系协调中起着举足轻重的作用。课题组通过文献分析和走访调研,在厘清基本概念的基础上,呈现“小二级”工会在协调劳动关系中的实际成效和存在问题,分析其角色定位、趋势方向及现实对策,进而找到一条适合“小二级”工会促进劳动关系长效发展的上海路径。
As the construction of Shanghai's"Five Centers"continues to deepen,the modern industrial system is rapidly forming,a new development pattern is gradually being established,economic and social development has entered a new stage,and the quality of the non-public economy has been significantly improved.Since most of the non-public small and micro enterprises are located in various communities,parks,business districts,and buildings,their short duration,weak anti-risk ability,and poor legal compliance have led to frequent labor disputes,and the"second level"labor unions,as one of the important subjects,play a pivotal role in the coordination of labor relations in the aforementioned areas.Through literature analysis and research visits,the research team,based on the clarification of basic concepts,presented the actual effectiveness and problems of"second level"unions in the construction of labor relations coordination system,analyzed their role positioning,trend direction and realistic countermeasures,in order to find a suitable"second level"labor relations coordination system.
