面向高质量发展的现状评估体系研究——以拉萨市为例

Research on Current Situation Assessment System towards High Quality Development——Taking Lhasa as an example

国土空间开发保护现状评估是科学编制国土空间规划的重要基础,对于实施自然资源管理和用途管制,规划动态监督实施等具有重要意义。在当前高质量发展和国土空间规划的双重背景下,现状评估工作具有复杂性。结合《拉萨市国土空间开发保护现状评估(2019年)》实践,对现状评估的总体要求、评估原则、指标体系等进行了探讨,提出现状评估应构建与国土空间规划体系相适应的评估制度,转向政府运行全局视角,并进一步优化现状评估指标,深化大数据研究,最终形成“规划评估+年度监测+问题预警+动态维护”的现状评估工作机制,以支撑城市高质量发展转型。

Current situation assessment on the development and protection of the territory is an important basis for the scientific preparation of territory space planning,which is of great significance for the implementation of natural resource management and use control,planning dynamic supervision and implementation,etc.Under the dual background of high quality development and territory planning,the current situation assessment is complicated.Together with”Current Situation Assessment on the Development and Protection of the Territory in Lhasa(2019)“practice,general requirements for current situation assessment,evaluation principles,index system are discussed in this paper,and it is proposed that the current situation assessment should build an assessment system compatible with the territory space planning system,turn to the overall perspective of government operations,and further optimize the current situation assessment indicators,deepening the research on large data,eventually formed a working mechanism of current situation assessment of”planning evaluation+annual monitoring+problem warning+dynamic maintenance“,to support the transformation of high quality urban development.
