志愿服务推进基层社会治理的地方样态

How Does Voluntary Service Promote Grass-roots Social Governance

志愿服务以培育公民意识和公共责任、积淀合作力量和社会资源、调解不良情绪和矛盾隐患等使命推进国家治理体系和治理能力的现代化发展。本研究以宁波市志愿服务的发展状况为分析样本,从志愿者和志愿组织两个主体出发,发现志愿服务方式已从运动化、短期化向常态化、系统化转变,服务人群涵盖弱势群体、特殊群体和边缘群体,服务领域也从社区层面向社会层面再向国家层面转变;但也发现,志愿服务发展仍面临诸多限制性因素,建构志愿服务“公共的善”的思想基础、打造志愿服务项目品牌效应、加强志愿服务内部治理机制是推进志愿服务现代化发展的内在要求。

The mission of voluntary service is to foster civic awareness and public responsibility,accumulate cooperative strength and social resources,and mediate negative emotions and contradictions,thus promoting the modernization of national governance system and governance capacity.In this study,the development of voluntary service in Ningbo was discussed.By analyzing the two subjects of volunteers and volunteer organization,the authors find that the way of voluntary service has changed from being short-term movements to being normalized and systematized.The service objects cover the vulnerable groups,special groups and marginal groups.The service scope also extends from the community level to the social level and then to the national level.However,it is also found that the development of voluntary service still faces many restrictive factors.To construct the ideological basis of“public good”,to create the brand effect of voluntary service projects,and to strengthen the internal governance mechanism of voluntary service are the intrinsic requirements for promoting the modernization of voluntary service.
