从单向依附到双向嵌入:社会工作服务机构资源的获得路径

How Do Social Work Service Agencies Acquire Resources

分析在现有国家与社会关系下社会工作服务机构选择依附性发展生存策略的理由。研究发现,一些社会工作机构为了获得资源,采取泛化业务范围、依靠不正当手段争取项目等生存策略,选择这种生存策略的重要原因是目前东北地区还没有形成政府规制化购买社会工作服务的路径。为此,作为社会工作服务机构除了依附现有行政资源、寻求国家的支持的单向度生存模式,更应该嵌入到社会之中,寻求生存发展之路的国家与社会的双嵌路径。同时,政府购买社会工作服务应该形成常态并加以规制,使社会工作机构成为国家与社会之间和谐共生的重要载体,实现社会工作服务机构的良性运行。

Why social work service agencies choose the survival strategies of dependent development is studied.It is found that some social work agencies obtain resources by extending business scope and adopting improper means.The reason for this lies that there the governments in northeast China have not formed a regulated way of purchasing social work services.It is proposed that social work service agencies should actively participate in the society to obtain resource while relying on the governmental support.Meanwhile,the governments should normalize and regulate the purchase of social work service,making the social work agencies an important carrier between the state and the society so as to realize the positive operation of the agencies.
