Realization Path and Logic of Rural Governance Modernization--Analysis from the Perspective of Standardization

论述了乡村治理标准化的内容和目标:政府行政标准化、村民自治标准化和社会力量参与标准化。分析了乡村社会标准化治理过程中存在的问题:适宜性、碎片化、执行简化及正式标准下的非正式规范问题。提出了乡村治理标准化的实践路径:建立健全统一的标准治理体系;拓宽标准化来源渠道,协调正式标准与非正式标准的兼容性;借助信息化和智能化手段实现乡村治理的精细化和精准化,缩小城乡标准化治理差距。

This article discusses the contents and goals of the rural governance standardization:government administrative standardization,villager self-government standardization,and social force participation standardization.It analyzes the problems of suitability,fragmentation,simplified implementation,and informal norms under formal standards which exist in the process of rural social standardization governance.It puts forward the practice path of rural governance standardization:establishing and improving a unified standard governance system;broadening the source of standardization channels,coordinating the compatibility of formal standards and informal standards;realizing the refinement and precision of rural governance with the help of information and intelligent means,and narrowing the gap between urban and rural standardized governance.
