摘要
新时代对我国治理水平提出了新要求,共创共建共享成为我国治理的主旋律。既有研究对农产品质量安全治理聚焦于各主体价值提供的过程,但对利益相关者间价值共创的模式以及治理机制研究不够深入。对湖南省茶业集团进行研究发现:为了实现农业产业化与茶业质量安全齐头并进,公司与利益相关者开展合作,构建了“龙头企业+基地(合作社)+农户”的价值共创机制,开创了价值共创主体多元化、价值共创方式制度化、价值共创过程互信化、价值共创利益最大化等协同治理模式。由此,提出了利益相关者价值共创的理论框架,强化了合作治理理论,对提升农产品质量安全治理能力、促进可持续协同发展具有现实指导意义。
China's governance level need improve in the new era,and co-construction and sharing has become the main theme of China's governance.The existing research focuses on the process of providing value for each subject in agricultural product quality and safety governance,but the research is not in-depth enoughthat,such as the model of value co-creation among stakeholders and the governance mechanism.Taking the Hunan Tea Industry Group as example,the study found that:in order to realize the agricultural industrialization and tea quality and safety go hand in hand,the company adopted the multiple subjects cooperation model of"leading enterprise+base(cooperative)+farmers",and created a new mechanism of multiple subjects cooperation,institutionalized cooperation means,mutual trust during cooperation process and maximization of cooperation benefits,thus,effectively improving the quality safety governance of agricultural products.Therefore,the theoretical framework of stakeholder value co-creation is proposed,and the cooperative governance theory is strengthened,which has practical guiding significance for improving the ability of agricultural product quality and safety governance and promoting sustainable coordinated development.
