河南省新型智慧城市发展路径研究

Research on the Development Path of New Smart City in Henan Province

自2016年我国首次提出建设新型智慧城市以来,河南省新型智慧城市建设已取得政策规划较为全面、智慧建设全面铺开、重点领域成果显著、有效带动经济发展、民众生活质量提升等成效。然而,在实践过程中,现有的新型智慧城市建设过程仍然反映出许多不足之处,如高精人才聚集、政府治理能力、资金投入力度、产业空间布局、战略定位思路、整体规划设计等方面仍有待完善。未来河南省新型智慧城市建设需要围绕完善信息化基础设施建设、打造引领型人才高地、健全投资融资体系、构建多元化治理体系、促进中原智慧城市群协调发展、融入国家级重大战略六个方面持续推进。

Since China first proposed the construction of a new smart city in 2016,the new smart city in Henan province has achieved comprehensive policy planning,comprehensive development of smart construction,remarkable achievements in key fields,effective promotion of economic development and improvement of people's quality of life.However,in the process of practice,the existing new smart city construction process still reflects many deficiencies:high-quality talent gathering,government governance capacity,capital investment,industrial spatial layout,strategic positioning ideas,overall planning and design,etc.are still to be improved.In the future,the construction of new smart cities in Henan province needs to be continuously promoted in six aspects,including improving the information infrastructure construction,building a leading talent highland,improving the investment and financing system,building a diversified governance system,promoting the coordinated development of the central Plains smart city cluster,and integrating into the national major strategy.
