健康精准扶贫中的医保责任及思考

健康扶贫工程是“十三五”期间打赢脱贫攻坚战的重要举措。医保作为健康扶贫的主力之一,在精准“防贫、脱贫、助贫”中发挥了至关重要的作用,在贫困人口参与医疗保险、就医保障及医疗费用等方面取得了一定的成效,但也产生了医保扶贫政策缺乏持续性、工作被动、医保基金透支风险及“过度”扶贫等难点问题。基于可行能力、嵌入型理论及精准扶贫的相关政策,从精准识别健康扶贫对象着手,加强医保经办部门间的合作协同,优化医保扶贫兜底政策以促进健康扶贫的正向激励,同时强化健康扶贫相关衔接政策措施,提高医保扶贫政策的可持续性,正确树立医保责任。
