关于联合开展森林督察与森林经营管理“一张图”工作新方法探讨——以河南省为例

Disscusstion on Working Method of Jointly Developing Forest Supervision and Forest Management"One Map"—A case study of Henan Province

为全面掌握森林资源年度经营管理情况及查清地方政府保护发展森林资源责任落实情况,河南省开展了2019年度森林督查和2018年度森林经营管理“一张图”更新工作,在两项工作实施过程中发现其存在数据交叉重叠、数据标准不统一、缺乏可操作性等问题。为了科学统筹调查资源,提高工作效率,节省人、财、物力,基于集成3S技术,采用遥感判读、森林资源档案核对相结合的方法联合开展工作,并对结果进行现地核实验证,提出了两项工作相结合的工作新方法,以供借鉴和参考。

In order to know well about the annual situation of forest management in the whole province and find out the implementation of responsibility of forest resources protection and development belong to local government,According to the document spirit of State Forestry and grassland administration on developing annual update work of forest supervision and forest management“one map”in 2019,Henan Province has carried out the forest supervision in 2019 and forest management"one map"update in 2018.In the process,it is found that there are overlaps between the two works.In order to Co-ordinate resources scientifically,save human,financial and material resources,and complete the work with quality and quantity guaranteed on time,this paper discusses the method of jointly developing the two works based on the integrated 3S technology and the combination of forest resource management file check,remote sensing interpretation and field verification,For reference.
