取消药品加成对某公立医院运营效率的影响

Effect of Eliminating the Drug Markup on the Operating Efficiency of Public Hospital

目的分析取消药品政策对某城市公立医院运营效率的影响,为加强三级公立医院绩效考核工作、推进现代医院管理制度建设提供参考。方法采用Excel 2007软件,从运营效率角度对某市属三甲医院改革前后12个月绩效数据进行对比分析。结果样本医院经济运行平稳,资源效率有所提高。主要通过提高医疗服务收费弥补收入缺口,耗材费等其他费用也有提高。药占比有所下降的同时,门诊和住院次均费用仍在上升。结论取消药品加成倒逼医院优化收支结构,提高运营效率,并在一定程度上减少患者药品费用负担。但仍需政府支持与医院自身加强建设,避免过度医疗与医疗费用转嫁。

Objective To analyze the effect of canceling drug policy on the operation efficiency of urban public hospitals,and to provide reference for strengthening the performance appraisal of three-level public hospitals and promoting the construction of modern hospital management system.Methods The software Excel 2007 was used to compare and analyze the performance data of a municipal third-grade grade a hospital before and after the reform from the perspective of operational efficiency.Results The economic performance of the sample hospitals was stable and the resource efficiency was improved mainly by raising charges for medical service,consumables and other expenses to close the income gap.While the proportion of medicines has declined,the average cost of outpatient and inpatient visits is still rising.Conclusion The elimination of the drug markup forces hospitals to optimize revenue and expenditure structures,improve operational efficiency,and reduce the burden of patient drug costs to a certain extent.But it still needs government support and the hospital itself should also strengthen the construction to avoid excessive medical treatment and medical cost transfer.
