区域土地节约集约利用问题及规划应对——以江苏省4地为例

Regional Problems of Land Saving and Intensive Utilization and Planning Responses:A Case Study on 4 Counties in Jiangsu Province

为在国土空间规划中有效应对土地集约利用问题,采用目标比较法、区域比较法和年度比较法分析江苏4县域建设总量目标实现程度、建设用地承载水平和利用发展趋势,总结出不同发展阶段地区土地节约集约的特点和存在的问题,针对性地提出科学设置规划目标、划定城镇开发边界、合理规划产业用地、倡导土地集约式规划、完善规划实施配套政策等建议.

In order to deal with the problems of land intensive use in the land spatial planning,basing on the analysis of the realization degree of the total construction land target,the carrying capacity and utilization trend of construction land in four counties of Jiangsu Province,this paper summarizes the characteristics and problems of land saving and intensive utilization in different development stages,and puts forward the planning suggestions such as scientifically setting the planning target,delimiting the boundary of urban development,reasonably planning industrial land,advocating land intensive planning,and improving support policies.
