新时代京津冀地区铁路网规划研究

Research on the Planning of Railway Networks in Beijing-Tianjin-Hebei Region in the New Era

铁路是服务支撑京津冀协同发展的重要基础设施和交通运输方式,具有基础先导作用。京津冀协同发展战略实施以来,区域铁路发展较快,“轨道上的京津冀”初步形成。按照疏解北京非首都功能、打赢蓝天保卫战等要求,对比其他世界级城市群,京津冀地区铁路网规模、结构和布局等仍需优化完善。聚焦新时代京津冀地区发展新要求和区域铁路网现状及问题,论文从对外通道、区域城际、市域(郊)铁路等方面提出了优化完善区域铁路客运网络的思路建议,从完善港口集疏运体系、铁路“前后一公里”建设和城市绿色物流配送体系等方面提出了优化完善区域铁路货运网络的思路建议,从规划建设客运、货运环线和相关联络线,弱化北京枢纽中转功能等方面提出了优化完善北京铁路枢纽的思路建议。

Railway is the supporting infrastructure and an important transportation mode in the coordinated development of Beijing-Tianjin-Hebei region.Its impact on the region is fundamental and guiding.Since the strategy of Beijing-Tianjin-Hebei coordinated development has been implemented,railway is developing rapidly in the region,forming the"Beijing-Tianjin-Hebei urban agglomeration on the rail".According to the requirements of relocating Beijing non-capital?functions and fighting air pollution,and comparing with other world-class urban agglomerations,the region still has many issues in railway network scale,structure and layout.Focusing on the new development requirements of Beijing-Tianjin-Hebei region in the new era and the current railway network situation and issues in the region,this paper puts forward suggestions including improving the passenger network from the passage,intercity railway and suburban railway aspects,improving the freight network in port collecting and distributing,special railway and urban logistics distribution,and improving Beijing railway terminal by planning and constructing railway loop lines and the lines related,and weakening Beijing's transfer hub function.
