摘要
在"一带一路"倡议下,中欧班列开行规模和开行数量呈现井喷式增长,但在货运需求、运行效率、协调机制等方面还需要进一步加强。为改善中欧班列运营环境、提高中欧班列运营效率,实现中欧班列在"一带一路"倡议下的高质量发展,将中欧班列视作一条提供国际铁路运输服务的产业链,通过分析中欧班列耦合共生模式,提出中欧班列运营方、国际货代企业和国际铁路运输企业协同管理的并联耦合共生模式,根据实际情况设计中欧班列信息平台交互机制、共生企业选择机制和主体企业协同机制,以实现中欧班列运输服务产业链并联耦合共生模式的高效运行。
Under the Belt and Road Initiative, the scale of China Railway Express has shown blowout growth. However, there are still many problems in China Railway Express such as freight demand, operation efficiency and coordination mechanism, which need further improvement. China Railway Express is an industrial chain to provide international railway transportation service. In order to improve the business environment, elevate the operation efficiency and achieve high quality development of China Railway Express, this paper analyzes the coupled symbiosis modes of China Railway Express and proposes a parallel coupled symbiosis mode integrating the China Railway Express operators, international freight forwarders and international railway transportation enterprises. According to experiences, the information exchange mechanism, the symbiosis enterprises selection mechanism and leading enterprises coordination mechanism are designed to realize the efficient operation of the parallel coupled symbiosis mode of China Railway Express transportation service industry chain.
