“十四五”展望:新格局下的大企业高质量发展

PROSPECT OF THE“14th FIVE-YEAR PLAN”:HIGH-QUALITY DEVELOPMENT OF LARGE ENTERPRISES UNDER THE NEW PATTERN

回望“十三五”,中国企业已初步迈向“高质量”发展,企业规模增长迅速,创新能力不断提升、营商环境逐步改善、体制机制改革稳步推进。在最近的一个五年规划中,对企业发展的顶层设计主要集中在创新驱动发展、体制机制改革、现代产业体系建设、全方位开放新格局构建等领域,过去五年已取得了瞩目成效。展望“十四五”,预计政策会着力从进一步加大对企业创新的支持、进一步扩大直接融资比例、进一步加速体制机制改革、进一步推动高质量发展等方面持续加力。2020年,突然爆发的新冠肺炎疫情,给全球经济带来重大冲击,全球经济陷入20世纪30年代以来最为严重的衰退困境。在党中央、国务院的坚强领导下,中国采取了严格、有效的管控措施,率先走出疫情阴霾,自二季度以来完成了经济的V型反转复苏;但全年经济增长仍面临很大压力,国内复苏基础有待进一步稳固,国际上的不确定性因素更是有增无减。中国大企业须正视当前困难,积极应对挑战,最大程度地弥补疫情损失,为“十三五”圆满收官、“十四五”良好开局奠定扎实基础。

Looking back at the“13th Five-year Plan”,the development of Chinese enterprises has initially moved towards“high quality”,with the rapid growth of enterprise scale,continuous improvement of innovation capability,gradual improvement of business environment and steady advancement of system and mechanism reform.In a recent fi ve-year plan,the top-level design of enterprise development mainly focuses on innovation-driven development,institutional mechanism reform,modern industrial system construction and the construction of a new pattern of all-round opening,which has achieved remarkable results in the past fi ve years.In 2020,the sudden outbreak of COVID-19 brings a great impact to the global economy,which falls into the most serious recession since the 1930s.Under the strong leadership of the CPC Central Committee and the State Council,China adopted strict and effective control measures,took the lead in getting out of the haze of the epidemic and completed the V-shaped reversal recovery of the economy since the second quarter;however,the annual economic growth is still under great pressure,the foundation of domestic recovery needs to be further stabilized,and the international uncertainties are increasing.Large enterprises in China should face up to the current diffi culties,actively respond to challenges,make up for the losses caused by the epidemic to the greatest extent,and lay a solid foundation for the successful conclusion of the“13th Five-year Plan”and the good start of the“14th Five-year Plan”.
