制度建设视阈下加强高校党的作风建设

The Strengthening of Construction of Party Work Style in Colleges and Universities from the Perspective of System Construction

全面加强高校党的作风建设,是全面从严治党的内在要求,是办好中国特色高等教育的根本保障,也是“三全育人”背景下师德师风建设的必然选择。在总体形势向好的情况下,我国高校党的作风建设仍然面临着严峻的挑战。贯彻党的十九届四中全会精神,完善高校党风建设相关制度体系,如建立规范化的理论学习制度、落实“两个责任”制度、完善监督制度、建立密切联系群众制度,充分发挥制度的规范、制约作用,是高校党的作风建设的治本之策。

Strengthening comprehensive construction of partywork style is the inherent requirement of comprehensive strict Party self-governance,the fundamental guarantee for the success of higher education with Chinese characteristics and is also an inevitable choice for the building of teacher’s ethics under the background of“Overall-qualified Education”.With the relatively favorable situation,the style construction of the Party in universities is still facing severe challenges.To carry out the spirit of Party's Fourth Plenary Session of the 19th Central Committee of CPC,the fundamental measures for the construction of Party work style in colleges and universities are:Establishing a standardized theoretical learning system,implementing the“two responsibilities”system,improving the supervision system and“maintaining close ties with the masses”system to give the full play to the normative and restrictive role of the system.
