重大线型水利工程征迁安置风险评价

Risk Evaluation of Land Requisition and Resettlement of Major Linear Water Conservancy Projects

针对重大线型水利工程征迁安置工作影响范围广,存在着众多不确定性风险因素等问题,引入集对分析法,并对其存在的不足进行优化改进。在构建指标体系的基础上,建立基于改进集对分析法的重大线型水利工程征迁安置风险评价模型。将该模型应用于南水北调中线工程潮河段征迁安置风险评价中,并与其他评价方法进行对比分析。结果表明该改进集对分析法的评价结果更贴近研究对象的实际状况,更具合理性,简单易操作,可作为重大线型水利工程征迁安置风险管理的评价和决策方法,具有较好的理论与工程应用价值。

The major linear projects have a wide range of influences,and have many uncertain risk factors.This paper introduced and improved the set pair analysis method.On the basis of establishing the index system,the risk evaluation model of land requisition and resettlement of major linear water conservancy projects was established based on the improved set pair analysis method.The model was applied to the risk evaluation of land requisition and resettlement of Chaohe section of the Middle Route Project of South-to-North Water Diversion Project,of which the evaluation results were closer to the actual situation than other relevant evaluation methods and were reliable.This paper provides a more reasonable and easy-operation method for the risk evaluation of land requisition and resettlement of major linear water conservancy projects,which is valuable for theory and engineering application.
