摘要
为弥补黄河上游防洪防凌会商工作短板,搭建了黄河防洪防凌调度决策会商系统,融合汇聚黄委防汛数据及服务资源。系统基于SOA全息管理架构,采用多源数据融合技术,搭建了流域三维地貌平台。结合会商业务流程,完全覆盖了日常防汛例会会商、防汛部署会商、洪水调度方案会商、重大险情抢护会商、应急事件会商和防凌会商等会商主题,系统实现了对黄河防汛会商流程的全过程、全阶段管理。系统的建成提高了防汛防凌会商工作的效率,对黄河流域防汛、防凌形势分析和决策支持起到了有效的支撑效果。
The Yellow River’s Flood and Ice Control Consultation&Decision Support System integrated the Yellow River’s flood Control data and service resources,and made up the weakness in the flood and ice control work for the upper reaches of the Yellow River.The system which was based on a holographic SOA framework,by using multi-data fusing technology,constructed a three-dimensional platform of the basin.The main consultation’s topics,such as normal meeting consultation,flood control arrangement consultation,flood rearrangement consultation,dangerous case’s aid consultation,emergency consultation,and ice control consultation,were investigated and integrated within the application.Combined with the real-time flood control consultation’s practice,it formed a full-chain management system in the whole consultation’s work.The application Improved the flood and ice control consultation’s efficiency,and significantly supported the work of flood and ice control’s situation analyzing and decision making.
