摘要
从行为角度关注公共决策模式,了解决策偏误的心理诱因,可以重新检视决策流程,修正决策偏误,从而提高公共政策的实施效果,助推我国国家治理体系和治理能力现代化的早日实现。基于经典的心理学规律,对公共管理者的决策偏误进行了分析和讨论,认为能够通过拓展行为科学家参与公共政策制定空间、引入红队研判过程控制方法、开发有针对性的决策辅助系统这三个对策有效地缓解决策偏误,改善决策绩效,形成一个有包容性、客观性和预见性的更优决策体系。
Understanding the psychological causes of decision-making errors from the perspective of behavioral science can focus on reviewing decision-making processes and correcting decision-making errors,thereby improving the effectiveness of public policy implementation and promoting the early realization of the modernization of China's national governance system and governance capabilities.Based on the classic psychology laws,the article analyzes and discusses the decision errors of public managers,and believes that it can expand the space for behavior scientists to participate in public policy formulation,introduce red team judgment process control methods,and develop targeted decision support systems.The three countermeasures of the system can alleviate decision-making errors,improve decision-making performance,and form a better decision-making system that is inclusive,objective,and predictable.
