激活与赋能:从乡村治理走向乡村振兴

Activation and Empowerment:From Rural Governance to Rural Revitalization

由国家主导、市场和社会均积极响应的乡村振兴发展战略,急需一场从乡村本土出发,即由内而外的激活与赋能。面对外部经济社会发展的新格局,以及乡村内部固有和突生的问题,笔者提出需在乡村主体激活、空间激活和文化激活的基础上进行“脱域式赋能”,并在治理理念和实践的全方位导入下,通过持续的、线上线下的多方培力,来应对和弥补村民的主体性和能力不足。同时“让一部分人先赋能起来”,通过激发本土的深层和有效参与,才有机会与外部力量汇合,由内外通融的扎根式乡村治理通往真正意义上的乡村振兴。

The development strategy of rural revitalization,led by the government and actively responded to by the market and society,urgently needs a process of activation and empowerment starting from the local rural areas,that is,from the inside out.Faced with new patterns of external economic and social developm ent,as well as the inherent and emergent issues within the rural areas,the author proposes that“de-territorial empowerment”needs to be done on the basis of the subjective activation,spatial activation and cultural activation in rural areas.Also,with the omni-directional introduction of governance ideas and practices,through continuous online and offline multi-party efforts,it is possible to respond to and make up for the insufficient subjectivity and capability of rural residents.At the same time,it is advisable to“let some people be empowered first”;by stim ulating the deep and effective local participation,there will be an opportunity to converge with external fo rces,so that rural revitalization in the real sense can be achieved with a deeply rooted rural governance featuring internal and external accommodation.
