新形势下关于深化上海国资国企改革的思考

Schedule for Deepening Shanghai State-owned Assets and State-owned Enterprises Reform under the New Situation

文章总结了近几年上海国资国企改革的成效,分析了上海国资国企改革的瓶颈与难点,包括宏观层面的两个重要问题,如何使国企党建与现代国有企业体制相互配合、相互支持、相得益彰,混合所有制企业的员工持股激励政策及其实施问题,以及中观层面的四个问题。在归纳上海国资国企改革面临的新形势和新要求的基础上,提出关于上海实施新一轮国资国企改革的若干思路和举措,以及近期上海国企深化改革、实现高质量发展的五个突破口和抓手:进一步完善现代国有公司体制;市、区两级政府和国资委聚焦于国有资本监管;培育优质上市资源;国有企业通过业务转移、产能输出和投资实现转型发展;制定本地供给侧结构改革政策。

This paper summarizes the achievements of Shanghai state-owned assets and state-owned enterprises reform in recent years.It also summarizes and analyses six bottlenecks or difficulties of the above reform.They include 2 important problems at the macro level:how to make SOE Party building and modern SOE system cooperate,mutually support,and bring out the best in each other;the problem of employee share incentive policy and its implementation in mixed ownership enterprises.They also include 4 problems at the meso-level and their solutions.Based on summarizing the new situation and requirements(including corresponding policies)confronting Shanghai state-owned assets and state-owned enterprises reform,this paper brings forward several thoughts and measures for Shanghai’s implemention of the new round state-owned assets and SOE reform,and five breakthroughs for Shanghai state-owned enterprises’recent deepening reform and high quality development.
