Environmental Regulation and Innovative Development of High Quality:A Theoretical Study of The New Structure Porter Hypothesis

环境规制与技术创新作为创新和绿色发展理念的重要内容,是促进经济高质量发展的重要维度,对两者关系的理解具有重要的现实和理论意义。本文基于新结构经济学视角,重新审视环境规制与技术创新关系的波特假说,丰富和拓展已有的理论框架,提出新结构波特假说。通过结构性分析发现,在不同的经济发展阶段,最优的环境规制强度不同以及最优的环境规制结构也不同。同时,环境规制在不同的经济发展阶段对技术创新结构的影响不同;环境规制主要是通过结构变迁机制影响技术创新的高质量发展。

As the important content of innovation and green development concept,environmental regulation and technological innovation are important dimensions to promote high-quality economic development.Understanding the relationship between them has important practical and theoretical significance.Based on the new structural economics,this paper reexamines the Porter hypothesis on the relationship between environmental regulation and technological innovation,enriches and expands the existing theoretical framework,and puts forward the new Structure Porter hypothesis.Through structural analysis,it is found that in different stages of economic development,the optimal environmental regulation intensity is different and the optimal environmental regulation structure is also different.At the same time,environmental regulation has different effects on technological innovation structure in different stages of economic development.Environmental regulation mainly affects the high-quality development of technological innovation through the mechanism of structural change.
