全球化转型背景下的经济民族主义与利益边疆——生成逻辑、现实路径及影响

Economic Nationalism and Interest Frontier under the Background of Transformation of Globalization-Generative Logic,Realistic Path and Influence

逆全球化思潮只不过是全球化转型的一种态势,去中心化必将成为国际秩序的重塑之路。在全球化不断加深的时代,民族国家利益外溢,利益边疆成为国家间竞争的重要空间场域。全球化转型、经济民族主义与利益边疆的相互构建已然是当前的国际态势,国家自主性必然诉诸于经济民族主义来拓展和维护国家利益边疆,而利益边疆与经济民族主义的交织又反作用于全球化转型。不同的经济民族主义价值观导衍出不同的国际秩序,形成不同的利益边疆态势。那种以围堵、打压、限制准入以及污名化为特征的进攻性经济民族主义不断激化了国际问题和地缘政治的复杂性。提高大国对全球公共产品的供给能力,是摒弃“进攻性经济民族主义”的重要途径。我们应当正视经济民族主义的两面性,从国家发展与安全的角度出发,坚持正确义利观,在共竞共生中寻求利益边疆的最大化;坚持国家利益底线下的多边主义,以更加开放包容的对外政策贡献中国全球治理方案;坚持在理论话语与实践基础上讲好中国故事,以构建人类命运共同体回应百年未有之大变局。

The anti-globalization trend of thought is only a trend of globalization transformation,and decentralization will certainly become the road to reshape the international order. In the era of deepening globalization,the national interests spillover,and the interest frontier has become an important space field of competition between countries. The transformation of globalization,the mutual construction of economic nationalism and interest frontier is the current international situation. National autonomy inevitably resort to economic nationalism to expand and safeguard the national interest frontier,and the interweaving of interest frontier and economic nationalism reacts on the globalization transformation. Different economic nationalism values lead to different international order and different interest frontier situation.The offensive economic nationalism characterized by containment,suppression,restriction of access and stigmatization has continuously intensified the complexity of international issues and geopolitics. It is an important way to abandon "offensive economic nationalism" to improve the supply capacity of big countries to global public goods. We should face up to the two sides of economic nationalism,adhere to the correct concept of justice and benefit from the perspective of national development and security,seek the maximization of interests in the co competition and symbiosis;adhere to multilateralism under the bottom line of national interests,contribute to China’s global governance program with a more open and inclusive foreign policy;and adhere to telling a good Chinese story on the basis of theoretical discourse and practice,so as to construct a harmonious society Building a community with a shared future for mankind to respond to the great changes that have not taken place in a century.
