Promoting Western Development and Maintaining Unity,Stability and Security in Ethnic Frontier Areas

推进西部大开发形成新格局是中共中央、国务院从全局出发,顺应中国特色社会主义进入新时代、区域协调发展进入新阶段的新要求,统筹国内国际两个大局作出的重大战略决策部署。“新格局”既指西部经济发展、民生建设上的新格局,也要统摄民族、边疆、宗教、文化、安全等议题,在促进民族团结、铸牢中华民族共同体意识上,在推进民族工作上,在维护国家安全上形成新格局。

Promoting the formation of a new pattern in the development of the western region is a major strategic decision and deployment made by the Central Committee of the Communist Party of China and the State Council from the overall perspective,conforming to the new requirements of socialism with Chinese characteristics,entering a new era,and regional coordinated development entering a new stage.The“new pattern”not only refers to the new pattern of economic development and people’s livelihood construction in the western region,but also to dominate issues such as ethnicity,borders,religion,culture,and security.In terms of promoting ethnic unity and forging a sense of community of the Chinese nation,the ethnic work is being promoted,and a new pattern has been formed in maintaining ethnic security.
