论福建南平“生态银行”式的集体林权改革

从林权制度与政府治理创新角度,以生态银行模式为主题,对南平林业发展进行问题与对策分析。基于生态银行的治理创新,生态文明建设纳入地方政治治理。分析生态银行的前端、中端、后端的制度设计。其为林业发展和经济增长形成相互促进的机制提供了政策条件和市场基础。

This paper puts forwards Problems and solutions analysis of Nanping’s forestry development with Ecological Bank mode as a Subject,from the perspective of forest tenure system and government governance innovation.Based on governance innovation of Ecological bank,ecological civilization construction was included in local government.The analysis of Ecological Bank’s system designed from the front-end,mid-end,back-end.Ecological Bank provided policy conditions and market foundation for forestry development and economic growth to form a mutual promotion mechanism.
