建设长三角生态绿色一体化发展示范区需坚持生态友好型发展理念。本文首先阐述可持续发展与绿色增长等相关理念,进而介绍日本生态城市、美国生态工业园区和美国芝加哥三州都市区绿色经济发展等国际经验。在介绍相关理念与国际经验基础上,结合当前长三角一体化发展现状、国际环境和国内条件的复杂深刻变化,提出长三角生态友好型发展需形成新模式,需由区域项目协同向区域一体化制度创新转变。区域一体化制度创新的主要内容包括:明确权责边界并加强规划协调,统一市场准入和项目监管,统筹土地管理与盘活土地指标,破除制度障碍并促进要素流动等。

Building the Yangtze River Delta eco-green integrated development demonstration zone must adhere to the concept of eco-friendly development.This article first expounds related concepts about sustainable development and green growth,and then introduces the international experience of Japan’s eco-city,the American eco-industrial park,and the green economic development of the Chicago tri-state metropolitan area.Based on the introduction of relevant concepts and international experience,combined with the current status of the integration of the Yangtze River Delta,the complex and profound changes in the international environment and domestic conditions,it is proposed that the Yangtze River Delta’s eco-friendly development needs to form a new model,and it needs to move from regional project coordination to regional integration Institutional innovation and transformation.The main content of regional integration system innovation includes:clarifying the boundaries of powers and responsibilities,strengthening planning and coordination,unifying market access and project supervision,coordinating land management and revitalizing land indicators,removing institutional barriers and promoting the flow of factors,etc.
