文章分析国立罗斯福图书馆的政治导向与专业工作的矛盾之处,从新视角探索图书馆人物史及事业史。一般而言,学界习惯将政治因素作为图书馆工作的背景而非讨论的内容。文章一方面分析政治导向如何影响国立罗斯福图书馆的筹设,并最终决定了它的结局;另一方面分析严文郁作为图书馆专家、国立罗斯福图书馆筹备工作实际执行者,如何在有限的范围内追寻专业梦想。由于国民政府政治需求减退和内战形势变化,国民政府失去了兑现国立罗斯福图书馆"正式成立"承诺的可能,政治导向与专业梦想共同形塑了国立罗斯福图书馆的发展与结局。

This article analyses the two forces,political and professional,determining the start and running of the National Roosevelt Library,and examines the history of librarians and librarianship from new perspectives.While library historians are used to treating political factors as backgrounds in studying librarianship,this article takes political forces to the foreground and analyses how they have influenced the start of the National Roosevelt Library and determined its ending.The daily running of the library is in the charge of YEN Wenyu,a well-known library expert;this article also analyses the professional efforts the librarians have exerted in making the library worthy of its name.Owing to the fading of political interests and deterioration of situations in war,the Nanjing Nationalist Government did not acknowledge the official establishment of the National Roosevelt Library.Political orientation and professional pursuits together determine the start and the ending of the National Roosevelt Library.
