2019年,中国高等教育领域发生了十件大事:新中国成立70年,中国高等教育取得令人瞩目的成就;《中国教育现代化2035》印发,面向教育现代化进行了中长期规划,开启了中国高等教育现代化的新征程;深化高校思政课改革,以习近平新时代中国特色社会主义思想铸魂育人;“双万计划”聚焦于提升高校本科教育质量,是对高校“双一流”建设的延展和深化;《国家职业教育改革实施方案》印发,高职扩招100万人、“双高计划”实施等多措并举,推动了我国高等职业教育实现高质量发展;《高等教育法》实施20周年,完善高等教育法治化建设是提升国家治理体系和治理能力现代化的重要内容;各国达成《北京共识》,人工智能为新时代高等教育的发展带来挑战和机遇;赋予高校更大科研管理自主权,营造良好的科研创新环境;国家支持建设高校校园实体书店,推进书店与校园文化相结合;高校集中清退学生引发热议,“严进宽出”的大学时代或将终结。通过梳理这十大事件,主持人以学者身份主持讨论和点评,讨论者则从不同角度对各大事件进行多方面的评析,从而多维度地呈现了2019年中国高等教育改革的前沿动态,回顾和思考了我国高等教育发展的轨迹。

This paper reviews the ten major events of China s higher education in 2019.China s higher education has made remarkable achievements since the founding of the New China 70 years ago.The issuance of China Education Modernization 2035,which is a medium-and-long-term plan for the education modernization,has started a new process of China s higher education modernization.Deepening the reform and innovation of ideological and political courses in universities and educating people with Xi Jinping s Thought on Socialism with Chinese Characteristics for a New Era.The“Double Ten-Thousand Plan”,which focuses on improving the quality of undergraduate education in universities,is a continuation and deepening of the“Double First-class”construction of universities.By the issuance of the National Vocational Education Reform Implementation Plan,higher vocational education will achieve high-quality development through the enrollment expansion of 1millon in higher vocational education,“Construction plan of high-level vocational colleges and specialties with Chinese characteristics”and other measures.During the 20 th anniversary of the implementation of the Higher Education Law,Improving the construction of the rule of law in higher education is an important part of improving the modernization of the national governance system and governance capacity.Beijing Consensus is reached,while artificial intelligence brings both challenges and opportunities to the development of higher education in the new era.Giving more autonomy of scientific research management will create a great environment for the innovation of scientific research.The Ministry of Education of the People s Republic of China supports the construction of campus physical bookstores,and promotes combination of bookstores with campus culture.Concentration on dismissed students from universities has aroused heated debate,so the era of“strict enrollment and easing graduation”may come to end.This paper analyzes the major events from different angles,presents the dynamic trends of China s higher education in 2019,and reviews and reflects the trajectory of reform and development of higher education in China.
