摘要 智库的人才资源配置是一个兼具整体性和动态性的系统工程,主要包括与智库人才直接相关的分工、搭配、协调和流动机制,以及相应的组织环境、国内环境、国际环境等。智库的人才资源配置模型由内向外拥有不同圈层,且圈层间存在互动的轮盘式结构。内圈层主要是由组织文化、规章制度、岗位设置和管理模式四方面要素构成的组织环境;外圏层主要由国内环境和国际环境两部分组成,其中国内环境又可以细分为国家、地方和跨地区三个层面的相关制度和政策构成的外部环境。优化智库人才配置,应统筹考虑招聘选拔人才的标准,尽量避免唯学历、唯简历选拔人才,重视各类人才的科学合理配比,提升各类人才动态协作的成效. Talent resource allocation of a think tank is a systematic project with integrity and dynamics,and mainly includes labor division,allocation,coordination and flow mechanisms directly related to the talents of the think tank,as well as corresponding organizational environment,domestic environment and international environment.A talent resource allocation model of the think tank has different circle layers from inside to outside,and there is a wheel disc structure between circle layers.An inner circle layer is mainly composed of organizational culture,rules and regulations,post setting and management mode;an outer circle layer is mainly composed of domestic environment and international environment,while the domestic environment can be subdivided into external environments composed of relevant systems and policies at national,local and crossregional levels.In order to optimize the talent allocation of the think tank,we should consider the criteria for recruitment and selection of talents as a whole,avoid selecting talents only based on academic qualifications and resumes,pay attention to the scientific and reasonable proportion of all kinds of talents,and improve the effectiveness of dynamic cooperation among all kinds of talents.
