摘要
引进海外高层次人才对推动经济社会转型发展意义重大。本文运用系统动力学模型,对山西省海夕卜高层次人才引进的政策效果进行仿真分析,提出了海外高层次人才“团队建设——成果总量——社会经济价值”的三维度评价模型,并从人才型、资本型、服务型、保障型四方面对引进政策进行分析。政策仿真结果表明,政策执行力度越犬,人才引进效果越好。未来山西省引进高层次海外人才应该完善用人机制,避免出现高层次人才引进与实际创造的成果不一致、人才社会经济价值与期望值差距太大的情况;提高引进高层次人才的质量,注重高精尖人才的引进;尊重海外高层次人才创造的社会经济价值,通过物质和精神的奖励激发人才的创新创业潜能。
Introduction of overseas high-level talents is of great significance to the promotion of economic and social transformation and development.This paper uses a system dynamic model to simulate and analyze the effect of Shanxi Province's policies on introduction of overseas high-level talents,puts forward a three-dimensional evaluation model"team building-total achievements-social and economic value^^of overseas high-level talents,and analyzes the policies on introduction from four aspects,including talent type,capital type,service type and security type.As shown by policy simulation results,the greater the policy implementation,the better the effect of talent introduction.In the future,in order to introduce overseas high-level talents,Shanxi Province should improve the employment mechanism to avoid the inconsistency between the introduction of high-level talents and the actual achievement,and the gap between the social and economic value of talents and the expected value;improve the quality of introduced high-level talents,and pay attention to the introduction of high-end talents;respect the social and economic value created by overseas highlevel talents,and stimulate the innovative and entrepreneurial potential of talents through material and spiritual rewards.
