面向规划统筹的厦门国土空间生态修复规划探索

Planning Integration Oriented Xiamen Land and Space Ecological Restoration Planning

统一行使生态保护修复职责是新组建的自然资源部门的重要职责。以往的生态修复强调项目导向,体现为囿于部门事权强调单一生态要素的修复,侧重问题导向的显性项目的生态修复,以及注重生态修复项目的工程设计。国务院机构改革将全域空间要素的全流程管控权整合归口到自然资源部门,强化对国土空间全要素的统筹修复职责和能力。随着国土空间规划体系构建工作的推进,统筹编制和实施生态修复规划的技术与政策已经初步具备。文章结合厦门案例探索面向规划统筹的国土空间生态修复规划方法,从生态源地和生态廊道识别、生态修复显性空间和隐性空间判断、生态修复空间评估和生态修复单元划分、统筹生态修复规划实施的机制建设等方面提出具体的规划策略,以期为相关规划提供参考。

Unified ecological protection and restoration is an important responsibility of natural resource department.Previous ecological restoration is project oriented engineering by departments of responsibility.As the overall responsibility of spatial governance is assigned to natural resource department,the integration and restoration of land and space is enhanced with relevant technique and policy.With Xiamen as an example,the paper studies the approach of ecological restoration planning,proposes strategies from ecological origin and corridor identification,overt and covert ecological restoration space recognition,evaluation of ecological restoration space,division of ecological restoration units,and integration of ecological restoration planning implementation mechanism.
