国土空间生态修复新思路:广东万里碧道规划建设探讨

New Idea of National Land and Space Ecological Restoration:Guangdong Greenway and Blueway Planning

生态环境退化严重影响了区域国土空间的可持续发展,国土空间生态修复需兼顾社会发展与生态环境保护。改革开放后,伴随着经济的高速增长,我国的生态环境问题日渐突出,广东作为改革开放的窗口也遇到了一系列的生态环境问题。文章结合广东绿道网建设中既关注生态网络的连接功能,又注重其社会服务功能的成功实践,回顾了广东生态修复从单一要素治理向追寻社会—生态多目标综合治理的演化历程,重点分析了现阶段以万里碧道建设为抓手推进流域生态系统的修复和岸边带社会系统功能的提升,并通过治水、治产、治城的联动优化国土空间功能的新举措,旨在提出以流域为单元、以水系为抓手,促进社会—生态系统耦合的生态修复和国土空间优化方式,为新时代国土空间生态修复提供新思路。

The degradation of ecosystem has seriously affected regional sustainable development,and its restoration shall balance social development and ecological environment protection.China has enjoyed rapid economic growth since the reform and opening up,but also suffered ecological environment deterioration,and Guangdong province is no exception.This paper analyzes the practice of Guangdong greenway construction from its ecological networking function and social service function.Guangdong’s ecological restoration evolves from a single element of governance to the pursuit of multiple and comprehensive social-ecological goals.In the context of the construction of ecological civilization in China,Guangdong uses the construction of blueway system to promote the restoration of the river basin ecosystem and functional improvement of waterfront social system,and optimize the spatial function through the linkage of river governance,industrial upgrading and urban transformation.It provides a method of ecological restoration that takes water system to promote the coupling of social system and ecological system for the ecological restoration in the new era.
