产业集群是达成雄安新区旅游发展远景目标的基本战略。根据城乡空间布局与产业布局,将雄安新区划分为北部城区旅游集聚区与南部湿地旅游集聚区。北部城区宜突出现代化新都市的高、新、时尚特征,以都市文化观光游为平台,着力发展商务/公务旅游、会展旅游、休闲购物游。南部湿地区宜突出淀泊风光、郊野田园与地域文化特征,突出旅游活动的“闲”与“慢”特色,以湿地生态观光游、民俗文化体验游为平台,着力发展康养、休闲运动与文化创意旅游产品。雄安新区旅游产业集群的基本路径是整合旅游资源,打造核心吸引物,以磁极效应加速要素产业地理集中,形成主题鲜明的产品系列;通过“旅游+”“+旅游”,培育发展新业态,促进集聚区的产业联系,实现融合创新;与河北旅游发展、京津旅游业对接联动,实现京津冀旅游协同发展;以国际化视野积极发展入境旅游,打造对接国家“一带一路”倡议的重要节点城市;扶植、培育龙头企业,营造集群优势。

Industrial cluster is the basic strategy to achieve the long-term goal of tourism development in Xiongan New District.According to the urban and rural spatial layout and industrial layout,the Xiongan New District is divided into two large-scale first-level tourism clusters—the northern urban tourism cluster and the southern wetland tourism cluster.The northern urban area should highlight the high,new and fashionable characteristics of a modern new city,and use urban cultural tourism as a platform to focus on the development of business/official tourism,exhibition tourism,and leisure shopping.The southern wetland should highlight the characteristics of lake scenery,countryside and regional culture,highlight the leisure and slow characteristics of tourism activities,and use wetland ecological sightseeing tours and folk cultural experience tours as platforms to focus on the development of health,leisure sports and cultural creative tourism products.The basic path of the tourism industry cluster in Xiong'an New District is to integrate tourism resources,create core attractions,accelerate the geographical concentration of factor industries with magnetic pole effects,and form a product series with distinctive themes;through“tourism+”and“+tourism”,fostering and developing new formats,promote industrial connections in tourism clusters and achieve integration and innovation;link up with Hebei tourism development and Beijing-Tianjin tourism to achieve coordinated development of tourism in Beijing-Tianjin-Hebei;actively develop inbound tourism from an international perspective,and create a link to the national"Belt and Road"initiative Important node cities;foster and cultivate leading enterprises to create cluster advantages.
